Minutes: Meeting of the Habitat Committee
June 14, 1999


Present: Pat Collins, Tom Duffus, Karen Plass and Fred Strand.

1. Minn. DNR Funds for Habitat Plan: LCMR meets June 16; the CAC should get a grant contract after July 1. Pat Collins will get the paperwork, and get it to Karen Plass or Phil Monson for signature.

2. Refining the RFP: The Habitat Committee reviewed the RFP that was drafted by John Powers. Points made:

  • Contractor to attend TNC workshop.
  • Include that CAC is a diverse group in structure; and who the client is - the contractor will be mainly working for the Habitat Committee; the primary contact will be the CAC’s executive director.
  • It’ll be the committee's plan, and the contractor will help.
  • Contractor to facilitate, write things up, and challenge the committee's thinking.
  • Plan to include the nearshore areas on the lake side of Minnesota Point/Wisconsin Point.
  • Functional areas to include aquatic, wetland and/or terrestrial habitat.
  • Recognize that it may not be possible to restore all areas of the estuary.
  • Include schedule.
  • Number of projects? Two? No - say "at least one."
  • GIS and engineering design work can be additional separate contracts, as needed.
  • Want a generalist, synthesizer, with strengths in biology, zoology , natural resources, natural history; with demonstrated knowledge.
  • Successful contractor could be individual, firm or team.
  • ** Karen to revise RFP and share it via e-mail.

3. Duluth's Natural Resources Inventory: How does the CAC's Habitat Plan relate the Duluth's NRI?

  • The NRI is broader (but only covers Duluth). The city got funds from MnDNR to do the NRI; it will complement the city’s upcoming comprehensive land use plan.
  • ** Karen Plass to share e-mails with John Powers about the NRI.

4. Distribution of RFP (to be done by Karen):

  • Could put it on the Web site for the TNC's Minnesota Chapter.
  • GLIN.
  • Legal ads in Duluth and Superior.
  • Have partners (EPA, WDNR, MnDNR...) share it, post it, suggest names to use, etc.
  • Pat Collins has a list.
  • Include Tom Fait, Bob Bruce, Terry Brown, Carl Richards, Steve Apfelbaum (Brodhead, Wis.), Diane Desotelle.
  • ** Karen to issue RFP July 9, run legal ads July 11, and request responses by August 2. [Note: Actual dates were July 14, July 11 and August 4).

5. TNC Assistance:

  • Site Conservation Planning Workshop, Sept. 30 - Oct. 1; paid by TNC; no cost to us; max. probably 30 people.
  • Possible invitees: CAC’s Habitat Committee and Executive Committee; select others (could include those from the "Keeping Nature in Your Community workshop).
  • TNC may have funds to help a group who wants to use this process for 1 to 2 sites.
