It is important to remember that all restoration goals are advisory in nature. Although it is recognized that new information has emerged since 1995, we will not be editing the Identified Beneficial Use Impairment List at this time. It is important to remember that local ownership is desirable. It is important to remember that restoration goals are developed by consensus. Some items will require compromises. Development of the timetables must be realistic. Any member of the group may submit text for restoration goals, but the group will review and revise text as necessary. The restoration goals will be forwarded to proposed implementors in consultation with technical leads and liaisons. Although we will begin by looking at individual BUIs, by August 2004, the restoration goals for the nine identified beneficial use impairments of the St. Louis River RAP will be incorporated into a single restoration goals document for submission to EPA.
