Minutes: Meeting of the Board of Directors
May 27, 1998


Meeting was called to order by Kay McKenzie, Wisconsin Co-Chair. Attendees introduced themselves. Minutes of the March 25, 1998 Board of Directors meeting were approved as mailed.

Progress on Implementing RAP Recommendations:
Ted Smith, Wisconsin DNR, reported on the progress of the numerous implementation recommendations the WDNR has been addressing. A list of those recommendations and the status was submitted to the RAP in 1995. An updates list of accomplishments will be submitted to the CAC by August. Effects are subtle but profound and wouldn't have happened without the RAP. A decade has made a big difference in the AOC.

Brian Fredrickson, MPCA, is now the Lake Superior Basin Coordinator. (Congratulations were extended to him!) There will be a point-by-point response by the middle of June from his office. He listed the following projects:
-- Contaminated sediments leading to impaired usage: Forebay, Thomson and Fond du Lac reservoirs
-- deeper sediments contaminated with PCBs and Hg; Judy Crane is leading this research effort; Mud-puppy project: PAHs and Hg widespread in harbor; 40 sites being studied; REMAP: Regional Environmental Monitoring and Assessment Program on lower St. Louis River; Bioaccumulation of contaminants in worms; Sediment quality guidelines; Sediment remediation: Slip C, Interlake, USX.
-- Lake Superior Basin Plan.

Pat Collins, MN DNR, will have written response in August. There are many collaborators on the RAP recommendations.

All efforts were applauded for work accomplished in implementation of recommendations.

CAC Process for Implementation:
Steve Gilbert, Minnesota Co-Chair, reported the establishment of an Implementation Committee which requested reports from implementers. In the fall, there will be a meeting to update the public. The CAC is required to report to the MPCA on a regular basis. Work Groups should be re-established to evaluate implementation efforts:
Habitat -- Pat Collins, Chair
Sediment Contamination -- Judy Crane, Chair
Stewardship -- Jack Ezell, Cindy Hagley, Co-Chairs
Non-Point Pollution -- Paul Sandstrom, Chair
Point Source Pollution -- Joe Stepan?, Diane Dorland?

Discussion followed. Do we need quarterly meetings? After implementation occurs we will need to meet more frequently -- monthly? Judy Crane ased that additional recommendations be added to the list. The effort is an on-going process -- not linear. Brian Fredrickson and Nancy Larson could be consultants in the process of making new recommendations. Steve recommends meeting in August to prepare for the fall event. Wednesday, August 12, 1998 was chosen for that meeting.

Margaret Guerriero Presentation:
Margaret is Lake Superior Team Manager, USEPA Region V. She hopes for EPA involvement in the implementation of RAP recommendations. She distributed a position announcement for a RAP implementer. EPA will fund CAC and Executive Director position now and in the future. Coastal Environmental Management (CEM) has discretionary monies. Great Lakes National Program Office (GLNPO) funds sediment projects and calls for proposals. EPA will focus more on Lakewide Management Plans (LaMP) and RAPs around the Great Lakes. EPA is developing 3-5 year plan which will also target GLNPO funds.

EPA priorities:
• LaMP and RAP development, including CAC infrastructure;
• Implementaion of projects; education and outreach;
• Public involvement and outreach.

She would like a priority list of implementations from this CAC. List of un-prioritized recommendations drafted by the Executive Committee was given to Margaret. Discussion followed. Most recommendations are for agencies other than the RAP to implement. CAC can recommend that MN DNR do a Harbor Plan. GLNPO process starts in November. Margaret needs list by June 30. EPA will support remediation work in the Minnesota Slip. CAC should keep RFPs on the shelf at all times to be ready to submit. CAC Infrastructure will be funded at $35,000 for 1999.

Moved, Seconded and Passed to hold a Board of Directors meeting on Wednesday, June 10 to prioritize funding requests listed and to add to the list if necessary.

Judy Crane reported that the Sediment Contamination Work Group supports the resolution regarding location of water related industries in the harbor as long as it doesn't adversely affect habitat concerns. CAC Co-Chairs will confer with Judy about necessary changes in the resolution. This was Moved, Seconded and Passed.

Watershed Conference:
Phil Monson reported that the Conference will be October 9-10, and it will be called "Head of the Lakes River Rally." Friday evening will be a public event, with workshops on Saturday and a round-table discussion about recommendations. Several places are being considered for the conference location.

Karen Plass, CAC Executive Director, thanked the volunteers who planted trees along Miller Creek. It was a successful effort with more than 400 trees planted.

The CAC Board of Directors will meet next on Wednesday, June 10, 1998 from 7:00 - 9:00 pm at City Center West, 5830 Grand Ave. to continue the discussion begun here.
