Minutes: Quarterly Meeting of the Board of Directors
January 24, 2001


Meeting was called to order by Minnesota Co-Chair, Phil Monson. The gathering began with presentation of the 2000 Environmental Stewardship Awards, which are given to acknowledge efforts to preserve and protect the environment of the St. Louis River watershed (including the Nemadji River) in Duluth, Superior and Cloquet.

Special guests were present and introduced: Sharon Kotter, Mayor of Superior, Russell Stover, Duluth City Council, Douglas County Board members Kay McKenzie and Dave Conley.

Jack Ezell, Chair of the Stewardship Workgroup of the CAC, explained the awards and talked about the role of the CAC. Minnesota Power was thanked for providing the award plaques. Nominators introduced the award recipients and told why they had been nominated.

Awards Given:

• Government/Agency Award - City of Duluth Environmental Advisory Council for the mercury ordinance passed by the Duluth City Council, which will provide long-term benefits to the St. Louis River. Jamie Harvie and Kinnan Stauber, members of the Advisory Council, accepted the award and told that Duluth was the first city in North America to pass such an ordinance.
• Special Recognition Award - Federal Prison Camp for efforts toward waste reduction in the St. Louis River watershed, especially recycling of mattresses and composting of food waste.
• School/Institution Award - Lake Superior Research Institute for ongoing watershed education programs for students, teachers and the general public.
• Randy Marshall Award for Business/Industry - Midwest Energy Resources for efforts toward pollution prevention, by collecting stormwater and using that collected water to spray coal storage piles for dust control.
• Sally Gibson Award for an Individual - Ted Smith for his long-term dedication to the St. Louis River, Lake Superior and the Twin Ports.

Award recipients responded with information about the project each had worked on, and told of plans to continue with environmental stewardship efforts.

Board of Directors Meeting:

Meeting opened with member present introducing themselves. Minutes of the January 26, 2000 annual meeting were accepted as mailed and e-mailed. Results of election of Board members:

• John Brazner, Jack Ezell, Jean Longnecker, Dwight Morrison, Carl Richards, Paul Sandstrom, out-going Board members running for another 3-year term, were all elected.
• Minnesota Co-Chair Phil Monson elected for 2-year term. (Diane Moore, Wisconsin Co-Chair, will serve for another year.)
• Kathryn Fuller was elected for a 1-year term as Treasurer.
• Jack Ezell, Bill Majewski, J. Howard McCormick, Phil Monson, Carl Richards were elected to the Executive Committee, each for a term.
• Jack Ezell, Carl Richards, Kathryn Fuller were elected to the Finance/Audit Committee for a 1-year term.

Executive Director's Report: (Lynelle Hanson)

• Officers and Board members were introduced.
• Grant update: Total Maximum Daily Load (TMDL) for mercury grant is completed; Habitat Plan is being drafted and organized now; Rivers brochure is to be completed in 2001; Nemadji River project is active; History brochure of St. Louis River is being planned (Jerome Blazevic).
• New corporate sponsors for CAC: Duluth Pack Store, Duluth Tent and Awning, Storo-Enso (formerly Lake Superior Paper).
• Events: May 19 River Clean-up; August 4 Canoe/History Trip and Munger Memorial Picnic.
• Congressman James Oberstar, Governor Ventura and State Senator Doug Johnson were not able to be present at this meeting and sent their regrets.

Action Items:

• Moved, Seconded, Passed to accept the proposed FY 2001 budget (attached).
• Moved, Seconded, Passed to complete and submit paperwork to continue as a non-profit.

Workgroup Updates:

• Sediment (Phil Monson): Information into MPCA web page; linked with CAC web page; data base on sediment contaminants; target guidelines being developed.
• Habitat (Pat Collins): development of plan for estuary; defined scope and developed map for fishery resources; list of target species needing conservation; GIS for final document for education and outreach; hired Nature Conservancy for habitat identification; workshops planned; hired Nancy Nelson for writing; planning for GIS mapping; also looking at terrestrial needs.
• Non-Point Pollution (Paul Sandstrom): activity on-going in Nemadji River basin; Carlton County taking lead; Paul relinquishing chair role; will continue on workgroup.

Meeting adjourned at 9:00 p.m.
